I removed this Page 9, 6 months ago, (Date of this Posting: 9-20-2020) , thinking the Amherst problem was solved. Nothing could be further from the TRUTH, as the TRUTH, in Amherst, is lacking severely. I accepted another Apt in Amherst, rather that try to keep fighting the Criminal and abusive situation, in the Apt. where I was at. Six days before my move, the Sound barriers above , were put back in their place . That alone should have told me the CRIMINAL activities had not ceased. I shall not make the same mistake twice. If there is anyway, ANYONE, or ANY HOUSING District, that can give me a HCV (Housing Choice Voucher), for anywhere in the State of MA, to compensate me for the Criminal Harm put forth on me, already, by the MA Housing Authority System, so that I may move to an appropriate Town, and continue to paint,...I would certainly appreciate it---to no end. **** Since my move, on 3/1/2020, I have been subjected to criminal activity, & further Fraud by the AHA. The Apt. I was given, was right next to an Apt., that anyone , with eyes and ears, could very easily tell was a set up by friends of Pam Parmakian, because of my printing the TRUTH about her, and bringing it to the Public, by, Christina Maldanado,...and, the Janitor??, her boy friend, I list him as that as NO one will even give me his name---perhaps NO One knows it?? Apt. 18, is a studio apt. that 4 women have been placed in, and as far as I can tell, are involved in dealing drugs?? Whatever it is, it isn't kosher, as they say. Whose friends, or family, of the Office Personnel, of the Amherst Housing Authority are they, is what I want to know, I say this as it seems like it is the case, by the way they are treated.
It was a mistake to take this Page down,...the Public needs to know what is, and what may happen to them, at the MA State Housing Authorities. Please read in depth, about Hyannis, and Amherst below, with many illegal examples, and harm put forth upon the Public, and Elderly, over the past 10 years.I have given up on Western Ma, and the Town of Amherst, having applied to many Towns around Boston, COHASSET is my main objective. 1. While I wait for an Apt. to open up in Cohasset, I will continue to post criminal and abusive acts put upon me, by the employees of the Amherst Housing Authority, and its tenants. If it wasn't for me, their main Bldg. wouldn't even have any security cameras, and there are not enough here at Chestnut Court either. I guess they don't want their criminal acts caught on camera.
2. I have recently installed appx. $300 of sound proofing material, ....the other side of the wall in Apt 18, needs to have it installed as well, to make it completely effective. Its something that can be installed by Tenants, as its that easy. There is NO excuse for not having this done---IT SEEMS AS IF THE WALL WAS INTENTIONALLY HOLLOWED OUT? as no wall could possibly be that inadequate. This would be in keeping with what went on at Apt. 58, 33 Kellogg Ave. under the direction of Pam Parmakian, at the time. She has since moved on to Franklin, County Housing.
3. EVERYONE SHOULD TAKE NOTE, I"LL BE GLAD TO TAKE A LIE DETECTOR TEST TO VERIFY ANYTHING I'VE STATED, IF THOSE THAT DISAGREE WILL DO THE SAME---MENTION THE POSSIBILITY OF THIS BEING REQUIRED, (AND THEY SHOULD BE FORCED TO) AT THE AMHERST HOUSING & BARNSTABLE HOUSING AUTHORITIES,...AND IT WILL BE LIKE RATS, LEAVING A SINKING SHIP. 4. (9-21-2020 ) Each and every Employee, at the Local Housing Authorities, should be required to have Drug Tests, as a condition of Employment. Many have access to people's Apts---as well as, NO MEMBER of the public should be subjected to the possibility of hearing, from a housing authority employee, " Hold on, I'll take care of that right after I take another hit off my Crack Pipe. "
This issue is not humorous in any way, I posted it this way to underscore the seriousness of the problem. It is good to see the Amherst Police are taking this issue seriously---the AHA Management should follow suit,...as well as the MHCD---though they seem to do very little about anything, providing NO oversight, as they are supposed to do, on Anything.
**** Please, HELP THE ELDERLY, and write ALL State of MA Representatives, and Senators, The Attorney General's Office, and The Governor's Office, Enlist the help, of your local Council on Aging, along with enlisting the members of your local senior centers . Have them write their concerns to those in Boston as well. Letters, Snail Mail, piling up on people's desks can be quite effective, simply write Reform The Housing Authorities, in the attention spot of the envelope. E-mail them ALL as well. This page was originally posted for 8 months, about what happened in Hyannis (Below), before my move from Hyannis, to Amherst,...when the page was taken down, assuming the Elderly would be treated more humanely by a Town, Like AMHERST, that has been known for being more socially aware, than the average municipality. This has not been the case? What has happened to the Town, it must be part of the erosion of DECENCY, the whole Country has undergone, effected by the less than human dogma of the Republican Party, from 2001-2008, and again with Trump, 2016-- . Currently, the Amherst Housing Authority's website has removed all direct e-mails from their Web Site, so no one can even begin to form a paper trail of TRUTH, which I was attempting to do,...before this was done. One can not any longer even tell who is in charge of the AHA, as in who is responsible for what? After reading this,....you'll understand why NO ONE wants to take direct responsibility for what happens at the AHA. A tape recorder, and the demand for a signed and dated correspondence in writing is needed when trying to communicate with anyone at the AHA.

The Romney's Ma Amherst Housing Authority
It took considerable effort, time , planning , and physical (all by myself, as in no one to help) effort to effect my move to Amherst. Many dollars as well. I have to take this into account, when I think of what to do next. There is also the cost of damage to one's Credit, when addresses change too often. Yes believe it or not,...I have GOOD Credit, not to be destroyed by unqualified employees of the Amherst Housing Authority. This is TOTALLY, Amherst's fault, and if anything negative happens, I should be compensated.
***I am currently on the waiting lists of at least 15 HUD Housing Complexes across New England, because of this.***
-- Its Starting to look like a MOBIL SECTION 8 HOUSING VOUCHER, ie. transferable to another management district, is going to be the only way for me to remove myself from a very disturbing situation, to one that is actually beneficial to me , from one that was none of my doing. The Employees at the Amherst Housing Authority,---it appears trying to be nice, and leave peoples names out of it, wasn't the best idea. Names and direct quotes and actions need to be brought into this, as of 7-16-2019, the AHA has begun to intentionally try to harm me. This is the realm of Chad Howard, I've come to call him, ("Mr. I'm not going to do that."), as that was his response when I reported my stolen Air Conditioner, and asked him if he'd pass the Information along to the Office Staff}. I do believe he is in charge of maintenance, and the upgrade, of the whole building. There was no notice of day long metal grinding, and sawing above me---and I mean totally absurd noise. This wasn't the first time this contention has happened, with basically a criminal response from the Office Staff---from an All Day and Night agenda above me, about 3 months ago. In attempting to get them to stop the absurd noise, I was e-mailing Ashliegh Bishop, the Assistant Housing Manager, all night and into the morning, WITH A VERY DISTURBING RESPONSE. I told her," if you don't call the Police, I will" she didn't, and in fact said, " I don't know what you think the Police will do for you." I was totally amazed, and most certainly will call, if there is a next time. THIS IS IN FACT EXACTLY WHAT I"M TRYING TO EXPOSE AT THE HOUSING AUTHORITY'S OPERATIONS. So, that another DECENT elderly woman like Diane R. Baker, written about in Hyannis, being abused by the Housing Authority there. PLEASE: Read about Diane, in the Hyannis section below , and picture her receiving the same message Ashliegh Bishop gave me. It would have been total devastation for her,...and is the reason I'm currently doing what I'm doing. Diane R. Baker was a good woman,...and given all the employees I've met at both Housing Authorities, they would have to live 3 life times, to equal the good given to society by Diane. I shake my head in dismay when I think about it. Unlike those in the FOUL little Town Called Amherst, I'll know for the rest of my life, however short, or long that may be, I did the right thing, by exposing the Barnstable & Amherst Housing Authorities, and people that work there for what they are---they have to live with knowing that what goes around comes around, and Karma is always waiting for them, as their only reward. On the other side, when it is finally time for them to pass on, and through it,...there will be some one or something waiting there to give them the retribution they deserve.
I gave that e-mail to Pam Parmakian, thinking something serious would be done about it. You guessed it,...not a thing. Ms. Bishop should have been removed from her position for suggesting the Police could not help, any Elderly person in distress and Pam Parmakian should have been removed from her position, for not having removed Ashliegh Bishop from hers. In this instance, it is easier to understand, when one considers that person who was simply appointed, Ms. Parmakian, to run the AHA, Temporarily { for 1.3 years??? SURE???} , doesn't even think Housing Authorities are necessary, and the AHA was run that way . Simply Google search her resignation from the Province Town Select Board, the Cape Cod Times article should pop right up. People do not resign because people are Lying about them,...I was not born last night, and I don't think you were either. ( A big question that should be asked, is why would ANYONE put someone in a position like that , given this. Their reasoning does not hold water, as there are many qualified people at U-Mass, and in the area. The said position was supposed to be advertised in the News Paper as well. Personally, I don't care about myself, as I can handle myself, its the sick and elderly men and women that need to be protected from such unqualified employees of the Mitt Romney MA Housing Authority System. Again, that is why I'm exposing the ugly system for what it is. Like I've said before, I'm Old and Tired---, and these constant harmful actions by the Housing Authority, is starting to make even me feel ill from the stress. You now know what is, ... good luck in helping to bring justice to the Elderly in MA. Perhaps, someone should put a small mini camera on the 5th floor near Apt 75, to see who is entering, when all the noise is happening. One might even catch a few air conditioner thieves, as that is where my stolen air conditioner was found. Lately, it seems like they are trying to turn Apt. 75 into a 2nd Maintenance room, as a loud dropping sound happens right around the time their extra Maintenance staff starts, 9:00, 9:30, 10:00, 10:30 & 11:00, sort of like a heavy tool box, or heavy tool? or Like a 6x6 plank, ridiculous noise---not only is their parking lot a fraud,...it would appear so are their Apts., as well. They won't even put down padding and carpeting , to aid with the problem. Virtually no one can get, or give, any sort of degree of "Quiet Enjoyment" Period. The Office staff has done NOTHING but Lie to me as well. { Chances are if you've had anything to do with the Amherst Housing Authority, you've been lied to as well } . I'd welcome a Lie detector test, I'm certain NO ONE at the Amherst Housing Authority would. First NO Smoking, and the death of woman 3 doors from me caused by it, No Dogs, not true, dogs all over , there is carpeting in all Apts., not true, the one above me Apt. 75 has none. Anyone can check this, just contact the AHA, and demand they show the Apt. to you. Act quickly though, or they'll try to do something to fool you too. I'm not sure they've told the truth about anything? I used to converse with Ms. Myielesck (sp), a woman from the Office staff , prior to those that are there now, 7/8 years ago, I was on the waiting list then. She e-mailed me saying there are 10 Apts. on the top floor that are vacant because of this problem, and they only planned to use them in an emergency, to house people effected by a fire somewhere else, or something else in Town. She is retired now.
----This situation is much like what happened at Hyannis when I first moved in there---Donna Munchurian, was Verbally Abusive, on ALL other matters at the time, (2011/2012) appx., and started to do it to me, when I reported the noise from above---much like the dropping of Bowling Balls sound---it took TWO months for proof & truth of this to finally come out, it was actually someone Donna knew, a man who was charged with many things, that had actually been protected by the Office, molestation of another tenant being one of them, and finally when they proved he was connected to creating the bowling ball like sounds---he was evicted. I won't be waiting for that here. It Concerns me, as I do believe Donna Munchurian has been in Contact with the people at the AHA. I had reported Donna to Boston, for Verbally abusing the Elderly,....to Ms. Bollinger, {appx 2011/2012} at the MHCD,...the big Difference being , Deval Patrick was Governor, I received a letter from Ms. Bollinger, and after that there were NO more issues between me and Donna ( She should have been fired)---though here in Amherst it seems she may have tried to create the same situation through the Amherst Housing Authority. It sure sounds like it from up above. It concerns me as I've seen her in the Office Down Stairs.
Currently, there are many people working for the Romney MA State Housing Authorities, across the State of MA, that need to be fired,...and brought before a judge for a day of reckoning , concerning the HARM they have caused the Elderly in MA, and their rights that have been violated,...on a daily and ongoing basis.
****** My Amherst Experience. = At my application interview, I was told smoking was not allowed---which I was happy about. During the first month, there was a serious fire, 3 Apartments, down the hall from me, where a woman was killed in the effected Apt...( careless disposal of smoking materials being the cause ).
*** Again, much like in Hyannis, a Viable Apartment, is one considered to have a Parking Space, among many other things. Even the Cheapest Motel Rooms have their own parking space. There was not enough Parking to begin with, and the Town of Amherst put Parking Meters on a third of the parking spaces that were there. (A/O, 9-6-2019, the Town has not only made those Elderly Citizens at the AHA whole, with adequate parking, they have Criminally decided to take it further, by turning the parking spaces into Electric Car Charging Spaces, removing them from the Elderly's use permanently, instead of adding Parking Spaces required to comply with the Law, The Town's own Code, and simple basic DECENCY in the treatment of the Elderly. The AHA has done nothing to aid those they are supposed to represent, and the Town has done nothing but violate the Elderly's rights to NO end. HOLD THEM TO ACCOUNT, at the Town of Amherst's Town Hall, and Town Council, they are DISGRACEFUL.) Clearly, this exposes the whole attitude of the Town of Amherst to the Elderly, and the laws of the Housing Authority System as well. HUD's Section 504, even in Down Town Areas, require 1.25 Spaces Per Housing Unit, with many Condo's Requiring 2.5 spaces a piece, A/O Feb 12, 2018. Someone should check to see if FRAUD in billing the State is occurring. A minimum of $200 less per unit , per month is allowed for a one bedroom without a parking space. The Housing Authority itself, gave reserved parking permits to a few people, not everyone,...from any angle this can be looked at, as well as how others look at this, it is an illegal act of a Housing Authority to do so---as it uses State Funds to benefit the few , and not the ALL, that they serve. To give out reserved parking permits, they must have enough spaces to give one to everyone, ...or the lot must be a first come first serve lot, with simply a general sticker showing tenancy. This was what had to be done at 32 Sea Street, Extension, in Hyannis. It was inadequate there,...and will even be more so in Amherst. So the elderly, in reality can not have visitors in Amherst, as the Authority there is obligated to see that any tenant can park their vehicle, before a non tenant.
I proposed a simple , and cheap solution, for the Town, The Amherst Housing Authority, and the Seniors living at 33 Kellogg Ave.. Print Town Stickers allowing the residents to park at the meters around the building at NO cost, ie. No tickets given. For the cost of a few Quarters, Decency, and the rights of the Seniors there would be satisfied, as well as the Authority's responsibility of making sure Actual Tenants have a place to park, and the TOWN'S responsibility, of ensuring adequate parking for the tenants of 33 Kellogg Ave., as their own code requires.
PLEASE CONTACT YOUR TOWN REPRESENTATIVE, and the Executive Office of the MA Housing in Boston, & or the Secretary of State, as this is in fact a violation of the Elderly's rights, with State Employees, and a State Agency scamming the Elderly, instead of investment and bank fraud. Also, write letters, as well as e-mail contact, in the left hand corner, write attention: Reform the MA Housing Authorities, there is nothing like a pile of Snail Mail on someone's desk, to cause concern, even if they do not open it. I'll just start posting MAIN points here, there is far too much to put into words.
There has been constant attempts to say, and deflect, to its the Town's decisions, or its the Housing Authority's decisions. They are in Fact intertwined, as in they are both responsible, for what happens at 33 Kellogg Ave., and the State pays for it,..IF ITS LEGAL, AND DOESN'T VIOLATE ANYONE'S RIGHTS. FOUR members of the Amherst Housing Authority Commission are elected by the Town, ( it is the same with all other Housing Authorities across the State, with one being appointed by the State, to oversee any potential conflicts in what is done, with the MA Residents rights, being under consideration.) What a Town Employee does reflects on the Housing Authority's ability to perform what is required, and the actions of a Housing Authority Employee reflect on the Town as a whole, and the citizens within the Town. The Image reflected on the Town of Amherst's Citizens, is quite dismal --- given that the Illegal parking lot situation is allowed to continue. It only takes 15 minutes to type and post a sign, saying, " All Reserved Spaces Are Revoked, until adequate spaces are available to give ALL Apartments a reserved Space, as required by LAW. There is quite a level of Arrogant Ignorance at work. Those in the Town of Amherst should look into the historical background of ALL , employed at 33 Kellogg Ave., including the Commissioners---to try to find any past agendas , that may expose any reasons for this current situation.
Also,there seems to be some confusion---at the Authority, as to what a Quasi-State & Town Employee means. It simply means they MUST obey the Rules of Town Employees, as well as the Rules of State Employees,...and what they do, or don't do, makes them liable to both, as well as any liability to others they may have caused harm to,...even though it is the State that issues the checks. There are many Regulations that must be followed, to keep receiving those checks.
*** State Employees, are supposed to encourage the public to come forward, and report that which goes against the basic concept of the Housing Authorities, or any other State Agency, and those that are effected. In many instances, most of what I received back was nasty looks,...in effect an effort to silence people---I wouldn't be surprised to find, if one did a survey, that people were afraid to come forward, worried about retribution against their rights, the very rights they were trying to protect in the first place. (Attempting to stop people from coming forward, and exposing the TRUTH, and what is, is violating an individual's rights and frowned upon, (NO PUN INTENDED) by the State, and in fact, a serious violation of the State's Employee's Code, a termination offense. One would also assume it is the case for a Town of Amherst Employee as well. Perhaps, the Nasty Look givers should be terminated, and use their Salary $$ to compensate the Town for Adding the needed, & required parking spaces, so the CITIZENS at 33 Kellogg Ave. can actually live, like the normal members of society they are. Simply treat it as another expense needed by the Authority to operate, ...like an electric bill, or new carpeting.
*** ie. Recently, I had the nerve? (how I was made to feel), to use my forward thinking to try to purchase an air conditioner, on sale in winter. It was stolen on delivery, and found 3 days later on the top floor concealed, with damage to the bottom of the carton. Who may have done this, one might ask? No one will know, as the video security cameras were not reviewed? Perhaps, the man I asked, Chad Howard, it wasn't his job to do so---anyone can understand that, but someone from the authority should have vigorously looked into it.
*** I decided to investigate myself, and found some very disturbing situations within the Apt. Building,...it is not secure, some people are propping the doors open at night, so outsiders can enter at will, late at night. Given this, there is NO way to know who is even living in the building, from the outside, without legality . I offered a simple, cheap solution---sound and motion detecting mini Camera's that are now available, VERY CHEAPLY, $20 a piece, could cover 5 doors, (The stairwell doorways, to the outside) are very easy to review, mostly only short pieces of video if any---from the motion, or sound activation. This would afford the authority to see who is propping the doors open, as well as the individuals who are staying in the building, perhaps without the proper authority. To my knowledge, a/o 3-15-2019, as well a/o 4-15-2019, and On and On, the building has not been made secure, unless its being kept a secret. If not, it makes a total sham, of the reasons for CORI checks, potentially harming everyone that lives in the building. Nice people at the AHA, ---not until that minimal action is taken at least.
Problems with Parking, & Securing the building, can easily be solved,...and should have been done a long time ago.
As of 4-1-2019, & a/o 4-15-2019 , & a/o 5-1-2019, & a/o 5-15-2019, & On and ON----, they continue to violate my rights, along with many other tenant's rights, (from 80 other Apts.) by having the control of their parking lot controlled by a few tenants with reserved parking stickers, (Just Discovered recently, reserved spaces given to Relatives of a Few Tenants, (ILLEGAL) )...instead of making it a first come first serve lot, as is required when they do not have enough spaces to give ALL a reserved space sticker. Someone, from the MHCD Executive Office, named Ryan Ambrose---who gave a phony return e-mail address responded??, and he did not even comprehend what the problem was. This was to a detailed letter to the Executive Director. If the State wishes to save money, they may wish to terminate and rehire at this State Agency, so the Citizens of the State have people that actually know the law, can read, and have a desire to serve the Public. I guess constant attempted contact , with all in Boston, will have to continue, until the Baker Administration, stands up, follows the Law, and protects the Senior's rights at 33 Kellogg Ave. , Amherst Ma, 01002 - - As well as the Senior's "RIGHTS", as CITIZENS OF THE STATE OF MA, across the State. Anything less , implicates Mr. Baker, and ALL others that have not taken action to correct the on going violation of the Elderly's rights across the State, as COMPLICIT, in any and ALL CRIMES against the Elderly. They become COMPLICIT in the Crimes, as they know of what is happening on a daily basis, yet do nothing to stop it. THE ROOT OF THE TREE IS ROTTEN, AND IT SPREADS TO THE TOP OF THE TREE,...being in this case, the MHCD, anyone expecting them to properly investigate anything, or take action to punish those that are harming the public, needs to think again, and have on going investigations of their own---to get to the bottom of what actually is.
If there ever was a group of State Employees that needed in depth investigation, either PUBLIC or PRIVATE , (including the departure of the previous Executive Director, Debbie Turgeon, along with the reasons for it), of their relationships to ANY tenants beyond that of a Landlord Tenant relationship, & the Outside Contractors employed there, it is the Amherst Housing Authority. Given the problems they have, in dealing with the smallest of details. If something as simple as the management of their small Parking Lot comes under question, --- one can only imagine what other far more serious activities need looking into as well? The Public should not be left in a position of wondering if their interests are being served.

Though I didn't hire that lawyer, he was so appalled, he assigned an in House, on his Staff, Private Investigator to investigate the Amherst Housing Authority, and its employees, at no charge to me, just to let him take any case that he finds in the process. I took that Lawyers advice, ....to NO longer communicate with the Employees of the Amherst Housing Authorities. He said he would be in touch.

This E-mail appears to be a some sort of FORM e-mail being sent, or the info in it anyways, to people who are concerned, and calling them, and e-mailing them, in response to MY bringing what is to light. BASICALLY there is little truth to it. IT IS SIMPLY ONE MORE EXAMPLE OF THE FRAUD BEING PERPETRATED, BY THE AMHERST HOUSING AUTHORITY. Unbiased, INVESTIGATIONS NEED TO BE CONDUCTED, & YESTERDAY WOULD NOT BE SOON ENOUGH. AS FAR AS I CAN TELL THE MHCD, IS COMPLICIT WITH THE LOCAL HOUSING AUTHORITIES, SO USE AN INDEPENDENT {UNBIASED} SOURCE FOR THE INVESTIGATION!!...It sounded like Pam Parmakian, with its total disregard for the LAW, and of ACTUAL FACTS, who basically said, the building is sound, and no Fraud is present,...well as I said before,--- ANYONE,...ANYONE, ....REPEAT, ANYONE, with some one else, and 5 min., can inspect this place, and PROVE that flat out FRAUD is present. There was ,also, an inference that the AHA had no culpability,...if they told this tenant he can remove, any sound absorbing material---they are as guilty as can be, and are THE ONLY ONES DIRECTLY RESPONSIBLE FOR THE HARM BEING CAUSED TO THE TENANTS, BY THE OFFICE STAFF, AND THE SUBSTANDARD BUILDING,--AS IT IS INTENTIONAL FROM THIS POINT ON, ALL HAVING BEEN NOTIFIED OF WHAT IS,...THEY ALL BECOME LIABLE, AS THE CLAUSE ON THE LEASE IS MADE, DEFUNCT, BY ANY INTENTIONAL, OR CRIMINAL ACTS---BOTH OF WHICH ARE HAPPENING, PAVING THE WAY FOR LAW SUITS FOR ANY AND ALL DAMAGES !!
The Amherst Housing Authority, also is RESPONSIBLE, for removing any tenant that is harming the rights of other tenants, not to take direct action to aid the Tenant that is harming other tenants. This should be apparent to anyone,...though apparently is not to the Amherst Housing Authority.

Recently, I've installed a mini motion and sound detecting, infra-red mini camera in my Apt.. Anyone who enters, had better have a verifiable, emergency maintenance need, and not even go close to anything else in the Apt., or the film will be given to the Police. I have done this, as I have lost any, and all, misguided faith that I had, in anyone at the Amherst Housing Authority, and NO LONGER trust them. Neither should you.

AS IT STANDS NOW, UNQUALIFIED PEOPLE ARE DECIDING WHO IN FACT TO HOUSE WITHIN THEIR DISTRICT. THE PARAMETERS OF THEIR ACTIONS ARE NOT VIEWED BY THE PUBLIC, IN MOST CASES NOT EVEN BY THE STATE (AS IN NO CENTRALIZED MONITORING, OR CONTROL) , AND IN FACT LEAD TO ABUSES OF THE SYSTEM---THERE IS ALSO NO REAL SCRUTINY OF WHO IS HIRED FOR POSITIONS---LEADING TO NEPOTISM, AND POTENTIAL ABUSE IN TENANT RIGHTS, AS THE FRIENDS OF ONE AGENCY EMPLOYEE CAN, AND DO, RECEIVE PREFERENTIAL TREATMENT OVER OTHER TENANTS.
RECENTLY, The Housing Authorities have decided it is somehow acceptable to house DRUG ADDICTS, and THE MENTALLY ILL, among the ELDERLY, creating a great danger and potential for Elderly Abuse. In this process there is NO Employee with a degree in Sociology, or Psychology, to provide any over sight. Most of the employees, through, nepotism, have NO degrees in anything.
Investigators, either private, or public, need to investigate each and every employee, of the local housing authorities, to see who they also have any social connection too, or otherwise, beyond that of a Landlord/Tenant relationship. This, would be in an effort to make sure tax dollars do not go to funding any favoritism , within the Housing Authorities. Also, to see if any tenant has been abused, by favoritism shown to others, in tenant claims against the agencies, and other tenants. This would be tax dollars well spent, to aid the Tax Payers, in knowing their dollars are not going to fund any favoritism, or particular cause of any individual Housing Authority Employee.
A number of years ago---three Elderly people were murdered in Andover, Ma, as a result of this ILL thought out system. It was quickly covered up by the State, and The Local News Media, ask them why. Some one from the Housing Authority should have gone to JAIL, for causing this situation. The MA State Hospitals need to be reopened , refurbished, and rebuilt, to house and properly treat Drug Addicts, and the Mentally ILL.
Recently, The Town of Barnstable, along with The Barnstable Housing Authority, some how came to the conclusion, that at
52/32 Sea Street Extension, 79 Apartments for the Elderly, only needed 49 Parking Spaces. Going against the Towns Own Code of
a minimum of one space per unit. Even the cheapest motel rooms have their own parking space. To these people, it is somehow acceptable for Old Women to walk 100 yards across a parking lot, then up 3 flights of stairs with their groceries , with out an elevator. The Elderly are in need of visitors, and No parking discourages anyone from visiting.
As the Housing Authority Bills the State for subsidizing the Apartments, people should also investigate the value of an Apt. without Parking, and see if FRAUD in billing the State is happening. It is my understanding, that ALL apartments offered by the Authority, must be equal to that available in the community. I would venture to say , that the Authority can't even find a comparable of value for a 1 bedroom apt. , without a parking space, to bill the State.
There is a solution to start correcting this situation---Gov. Deval Patrick's , ( OR something similar ), plan for Creating Transparency, Accountability, DECENCY, and Fairness, within the State of MA, Housing Authorities. It would have already been implemented, had he decided to run for another Term. Demand that this be made so, by contacting your Rep. in the State of MA , State House. Thanks for your time and effort. It has come to me, that The Housing Authorities, may have denied any knowledge of what has happened, if anyone has contacted them. DO NOT let their smiles, and Lies, fool you, they are quite accomplished at covering up for their fellow employee's , criminal deeds, as they've had years together, unsupervised, and not scrutinized enough by the Public, or the State, to get very good at this. It is one of the main reasons Romney's system for the Housing Authorities, must be replaced, AND SOON, ---with A Plan for bringing Transparency, Accountability, Decency, and FAIRNESS, back to the Housing Authorities.

I have the signed copy of Diane's deposition before her death, for verification. The Hyannis Police Dept, has further proof in their records, as well as the VNA of Cape Cod, who was allowed to be run off the property, by the mentally iLL tenant, they placed beneath Diane R. Baker, Diane's doctor, also has further proof. The BHA can not claim they did not know what was happening, as they were notified by me, through many e-mails, and other people as well, to Lori Finton at the time.
For your information, Diane R. Baker,...was a Frail 75 year old women, with type one diabetes , had had a small stroke , and a heart condition, because of the diabetes as well. A large part of her day was always taken up by, dealing with her health condition, as is the case with most of the elderly, anywhere. This is what some of the BHA people utilize and use in their abuse of some of the tenants, that don't fit their personal agenda. I am retired, have my own daily agenda, along with plans, and will not be harassed by these people in any way what so ever, for giving this information , making it public. I will copy any attempted contact ,in PDF format, and send it to the same people, I've e-mailed this information too. I am not getting paid for this---so people have the needed information,---DO YOUR JOB. As Diane dictated to me what had happened, I have the signed copy, and will forward a copy, if anyone wants.
A Time line,( relating to her deposition)...Initially, Sandra Perry, the Director of the BHA at the time was planning to retire in May, appx 3 years ago? L/U, there was a problem with a bug infestation in the building, and instead of taking it seriously, they blamed Diane, and allowed her to be bitten for 3 days, before doing a thing about it. (This is abuse of the Elderly right there/ and disgusting) Sandra Perry ended up writing Diane R. Baker, a written apology, and retired left a few months early. If anyone comes in contact with Sandra Perry, tell her, her written apology , was not, and is not accepted, as there is NO excuse for her actions, or inaction.
Appx. 6 mo. , perhaps a continuation of what Sandra Perry was doing after this by her office employees, at the BHA she had worked with for years??, who knows what goes on in the minds of such people, the harassment of Diane R Baker started, with the BHA staff aiding the deranged mentally ILL person beneath Diane, instead of protecting her, and getting the person beneath her the mental help she needed.
Paula Lepore , and Donna Munchurian , actually gave Diane an eviction notice for feeding a stray cat at one point, saying it attracts skunks----there are NO skunks on Cape Cod in the winter, except for the two legged kind, the two people mentioned, from the BHA. The harassment ended up upsetting Diane so much, she wasn't paying attention, and fell breaking her arm and shoulder, sprained her ankle, and had a concussion---she missed Thanksgiving and X-mass being in the Hospital for six weeks. I can not state, what type of punishment should be dolled out to the BHA for this here---its not pretty, and most likely what you would think of yourself.

This frail elderly women, finally, barely, made it to court on her own, and obtained a restraining order, as the Police told her to do, (Since when does the Police need a restraining order to protect a 75 year old woman, they don't,..., this strongly suggests illegal intervening, and the giving of false information , who knows what, by the Barnstable Housing Authority) so they could make an arrest---and Paula Lepore, went to Court, and had it reversed, continuing to cause harm to DR Baker, and intentionally. For this disgusting abuse,...she has been given the position of Assistant Director at the BHA, now under who's direction this all happened , it must be the current director Lori Finton? Neither one should be allowed to continue to harm the public in any way.
